Delaware Clean Water Advisory Council and the Inland Bay Watershed:
CWAC will hold a workshop on wastewater treatment and disposal alternatives for the Inland Bays Watershed from 9:30 a.m. to 12:45 p.m. on Wednesday, March 19 at the City of Rehoboth Beach Convention Center in Rehoboth Beach. The workshop will include presentations by the DNREC Watershed Assessment Section, Sussex County and Rehoboth Beach officials, and Artesian Water and Tidewater Environmental Systems. Also on the agenda will be a panel discussion with representatives from Rehoboth Beach, Sussex County, the Center for the Inland Bays, DNREC and CWAC. At its April meeting, the Council plans to make recommendations based upon the information presented at this workshop. Stormwater Meetings Continue:
Five of the six Subcommittees continue to meet to review the outline for revised Delaware Sediment and Stormwater Regulations. The Planning and Land Use Subcommittee looked at coordination with other approvals and permits, looked at easements, and began discussion of enhanced criteria for sensitive waters and wetlands. The Regulatory Advisory Council will meet March 27th to review each committee's work. The first working draft of the regulations is expected in early April. Livable Delaware Advisory Committee:
The LDAC met to review both Kent and Sussex Counties Comprehensive Plans. The Kent County Comp Plan received rave reviews. A third draft of that plan will be presented to Levy Court on April 15th. For more information on the plan or process, call Kent County Planning and Zoning at 302-744-2471.
The Committee was pleased with the progress made with Sussex County's plan but strongly encouraged them to consider other tools to differentiate between activity inside vs. outside of the growth zone. Environmental concerns and transportation issues were also raised. In addition, Secretary Hughes stated it was time to move on Pollution Control Strategies for the Inland Bays. Sussex County presented a lengthy list of ordinances they intend to consider, to follow-up on issues raised by the PLUS Committee. There will be a joint workshop with the Sussex County Council and Sussex County Planning and Zoning on the plan on March 18th. Delaware Energy An$wers for Home Appliances:
The Delaware Energy An$wers for Home Appliances offers grants to Delaware residents that retire inefficient appliances and replace them with select high energy efficient products. Delaware residents may select any combination of five products for the home up to $500. The Delaware Energy An$wers for Home Appliance grants are available for several home appliances. (

Electronic Recording of Land Records:
Last session, legislation passed to provide for the electronic filing of real property transactions in the office of the Recorder of Deeds. It also provided that electronic signature satisfy the conditions that a document, which is recorded, must be signed. It permits the Recorder of Deeds to index, store and transmit documents electronically and convert paper documents into an electronic form. The legislation established a commission to set standards for the Recorders in the three counties to comply. Secretary of State Harriet Smith Windsor has appointed Delaware Public Archives Director Russ McCabe and the Director of the Government Information Center Grey Hughes to head the commission. Center for the Inland Bays Citizens' Advisory Committee Meeting:

Delaware State Housing Authority:
DSHA is holding two informational briefings on the Neighborhood Assistant Act Program (NAA). The NAA encourages organizations and individuals who pay Delaware State income taxes to invest in programs serving impoverished neighborhoods or low and moderate income families. In exchange for a qualified contribution, the NAA provides state tax credits equal to 50% of the investment. The briefings will be held on Friday, March 28 from 1:00 - 3:00 p.m. at the Buena Vista Conference Center, 661 S. DuPont Highway in New Castle and on Thursday, April 3, 2008, from 10:00 a.m. - 12:00 p.m. at the Sussex County Council Chambers, 2 The Circle in Georgetown. Housing Development Fund (HDF) Update:
Due to budgetary constraints, Delaware State Housing Authority (DSHA) has suspended its review of HDF Applications for the remainder of the current fiscal year. Only those HDF applications pertaining to Housing Tax Credits will be accepted at this time. Applications and letters of intent already submitted will be reviewed at the beginning of next fiscal year, July 1, 2008.
