First-time Homebuyer Exemptions Across Delaware

New Castle County

Incorporated Areas: City of Wilmington: Buyers who have not owned a home for 3 years are eligible for a .75 percent exemption of the realty transfer tax. Sellers receive no exemptions. Certain municipalities in New Castle County offer no transfer tax exemptions:

  • Smyrna (Town/partially in Kent County)
  • Arden (Village)
  • Bellefonte (Town)
  • Newark (City)
  • Elsmere (Town)
  • Newport (Town)
  • New Castle (City)
  • Delaware City (City)
  • Middletown (Town)
  • Odessa (Town)
  • Townsend (Town)
  • Aredentown (Village)
  • Ardencroft (Village)
  • Clayton (Town/partially in Kent County)

 

Unincorporated Areas: Buyers who have never owned a home (true first-time buyers) are eligible for a .75 percent exemption from the realty transfer tax. Sellers receive no exemption.

Kent County

Unincorporated Areas:  Buyers who have never owned a home are offered an exemption of .75 percent. Sellers also are offered .75 percent exemption of the realty transfer tax.

Incorporated: Buyers who have never owned a home are offered an exemption of .75 percent. Sellers also are offered a .75 percent exemption. Three municipalities deviate from this rate.

  • Hartley and Kenton: Buyers who have never owned a home are offered an exemption of .5 percent. Sellers also are offered a .5 percent exemption.
  • Woodside: No local rate is listed.
  • Dover: Buyers who have never owned a home are offered an exemption of .75 percent. Sellers receive no exemption.

Sussex County

Unincorporated Areas: Buyers who have never owned a home are eligible for a .75 percent exemption of the realty transfer tax. Sellers are not exempt.

Incorporated Areas: Sellers receive no exemption. A first-time buyer’s transfer tax exemption of .5 percent is offered in Delmar. A .75 percent exemption is offered by six municipalities in Sussex County:

  • Ellendale
  • Georgetown
  • Greenwood
  • Laurel
  • Seaford
